The challenge: the workers who die keeping the line open

Track maintainers — the gangmen who walk and repair India's network, perhaps the single largest industrial workforce in South Asia — are the most exposed railwaymen of all. Indian Railways told the Rajya Sabha that 312 track-maintenance staff were killed on duty in roughly four years to 5 December 2022, run over by trains while attending to the line (Maharashtra 48, West Bengal 35, Andhra Pradesh 33, with Uttar Pradesh highest). Reporting on the job puts the toll at nearly a hundred a year, and these are worker fatalities — entirely separate from passenger-train accidents.

The killers are procedural, not exotic: a track-possession or working-on-the-line block not properly enforced, a missed approaching-train warning, a permit-to-work skipped before touching 25 kV overhead equipment (OHE), or a shunting movement misjudged in a yard. The 2022 CAG performance audit found inspection shortfalls of 30–100% and inadequate staffing in safety operations — against around 312,000 vacant non-gazetted posts — so the procedures meant to protect these workers are precisely the ones least reliably drilled.

A safety briefing in a depot cannot rehearse a worker maintaining the line while a train approaches at speed, or enforcing a track-possession block, or proving an OHE isolation before work begins — the performed decisions, under real time pressure, that decide whether a trackman goes home.

The case for immersive rehearsal, from published research

A landmark PwC study of immersive training found that VR learners completed training up to four times faster than in the classroom, were up to 275% more confident applying what they had learned, and felt 3.75 times more emotionally connected to the material than classroom learners — the emotional encoding that makes a procedure stick under real pressure.

The National Training Laboratories' learning research puts retention from learning-by-doing at roughly 75%, against only about 5% for a lecture and 10% for reading. Safety procedures are doing — not facts to memorise — which is exactly where immersive rehearsal compounds.
